SB 457: counting 'in-kind services' toward housing goals

Cities got creative about how they show 'progress' on housing. SB 457 tightens the definition.

City planning documents and a calculator

Every California city has to adopt a state-approved housing element — a plan showing where its share of new homes can go. SB 457 tightens what cities can count as “committed assistance” and in-kind services toward those obligations.

The plain-English version: there has been a gap between looking compliant on paper and actually producing homes. Cities have leaned on soft commitments and credits to fill that gap. SB 457 trims the menu, so 'we pledged services' counts for less and 'units got built' counts for more.

This is inside-baseball that shows up in your neighborhood eventually. A city that can't paper over its numbers has to either approve real projects or risk losing control of its own approvals to the state. Check the bill to see exactly which credits it limits.
